Institutional transformation of the various mechanisms for allocating capital - over time and between parties - is essential to any exercise aimed at altering the direction of the overall economy. Transforming the nature of these mechanisms is likely to require a new institutional infrastructure, touching both basic ownership arrangements, accounting principles, as well as product development and business strategies.
